Abstract

Abstract. This article analyzes the legal regulation of the introduction and use of artificial intelligence. The active implementation of artificial intelligence in various spheres of social life brings not only advantages, but also raises questions about possible risks and responsibility for actions carried out with the help of these technologies. It is known that according to accepted international legal norms, damages caused by illegal actions must be compensated by the person responsible for these actions. However, in the context of artificial intelligence, which is not considered a subject of legal relations, the difficulty of determining responsibility arises. The issue of legal liability of artificial intelligence remains a subject of debate among experts. On the one hand, there is an opinion about the possibility of applying the principles of civil liability to artificial intelligence, if it acts autonomously without direct human involvement. On the other hand, the approaches to determining responsibility for criminal or administrative violations cannot be equally applied, since they require conscious behavior. One of the unique characteristics of artificial intelligence is its ability to self-learn, which can mimic some of the functions of the human brain. This calls into question the argument about the impossibility of artificial intelligence to realize the illegality of its actions. At the same time, current developments in the field of selflearning do not allow us to claim that artificial intelligence has a consciousness similar to that of a human. The issue of legal regulation of the activity of artificial intelligence requires a comprehensive approach that would ensure not only the protection of human rights and public interests, but also contribute to the further development and integration of innovative technologies. The development and implementation of an effective legal mechanism capable of adapting to rapid technological changes will be a key task for lawyers, legislators and the entire international community. It is emphasized that the introduction of legal regulation of artificial intelligence is critically important for ensuring its safe and ethical use.
