UKRAINE IN THE FUTURE ARCHITECTURE OF WORLD SECURITY (THEORETICAL AND LEGAL ANALYSIS)

Abstract

The Russian-Ukrainian war, which has been going on since 2014, has raised the issue of building new regional and international security systems. Russia's military invasion of Ukraine marks a defining moment in the restructuring of the geopolitical order. The battle for Ukraine is not just one of regional war, it is a rupture of Russia- West relations that will have profound consequences for Europe and the world. How this war can affect the global balance of power has been analyzed in the relevant article. Taking as a basis the generalization of the main tendencies of development of the system of interstate relations, possible tendencies of development of interstate relations are offered, among which are named: there will be a new division of Europe; the war in Ukraine will provoke an economic and political crisis in the Russian Federation; the war in Ukraine will deepen the strategic alliance of the Russian Federation with China; the war in Ukraine will accelerate the division of the world into two hostile, rival camps; renewed attention to European security will hinder the development of relations between the United States and Asia; war in Ukraine will accelerate the global arms race. Despite all the uncertainty and possible multi-vector nature of the future system of interstate relations, the article emphasizes that the key problem of their architecture is to address the issue of the system of urgent decisions so that effective measures to protect international law and order are taken instead of "concerns". The study concludes that the existence of such an institutional security system is a lack of stability in the world, a universal international organization must meet such criteria as the absence of a veto in a single state; the existence of an automatic mechanism for deprivation of the right to vote of any state that has violated international law, including the Charter; expansion of competence, together with the introduction of the imperative right to make decisions in the field of security, economy, climate and environment and human rights; the presence of a strong military contingent of at least 250,000 professional servicemen and a reserve that is not subordinate to any government except the UN General Assembly and, in urgent cases, the UN Security Council as a permanent world government.
