Abstract

This article determines the impact of Russian military aggression on the state policy of protecting the population from infectious diseases in Ukraine. Unfortunately, it is currently not possible to get a general picture of the incidence of coronavirus in Ukraine. That is why the state cannot help but react to such a state of affairs and must change the state policy on combating infectious diseases in the conditions of the unleashed Russian-Ukrainian war. It should be noted that the state policy on the protection of the population from infectious diseases is part of the state policy of public health protection. It is proposed to consider the state policy on the protection of the population from infectious diseases as a systematic activity of the state, as well as public administration bodies authorized by it, which should be carried out taking into account international standards and aimed at preventing and countering the spread of infectious diseases among the population of Ukraine. State policy on the protection of the population from infectious diseases is implemented in particular through the system of state authorities. Art. 14 Basics of legislation on health care determines that the implementation of the state health care policy is entrusted to the bodies of executive power, which include the Cabinet of Ministers of Ukraine, ministries and other central bodies of executive power, the Council of Ministers of the Autonomous Republic of Crimea, local state administrations, executive bodies of rural settlement and city councils. One of the significant functions of this ministry is, of course, the awareness of citizens in the current epidemiological situation, which is almost not fulfilled today. This is due to poor coordination between the Ministry of Health and the National Health Service of Ukraine. Modern state policy regarding the protection of the population from infectious diseases should be adjusted to the difficult conditions of war, and directed to the correction of the stated problems and the treatment of the population in difficult conditions, reducing its mortality. Attention was focused on the problem of increasing the load on medical facilities located in the free Ukrainian territory, as well as problems with the provision of oxygen, since the main sources of supply are in the occupied parts of the country.
