INNOVATIVE CULTURE AS A FACTOR IN IMPROVING THE EFFICIENCY OF ADMINISTRATIVE AND LEGAL SUPPORT OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT IN UKRAINE

Abstract. The essence and significance of innovation culture as a factor in increasing the efficiency of administrativeand legal support of scientific and technological development in Ukraine are studied. It is proposed to understandinnovation culture as a complex socio-cultural phenomenon, the content of which reveals the readiness and abilityof society to generate and implement innovations in all spheres of public life: science, education, culture, economics,public administration, law. The necessity of consolidating the concept of innovative culture at the legislative levelis substantiated.The factors influencing the level of innovative culture in the society are determined: 1) socio-cultural environment;2) the intellectual potential of the nation; 3) the prestige of scientific work; 4) the level of economic freedom;5) the level of respect and observance of intellectual property rights; 6) development of political institutions;7) the quality of the institutional environment; 8) the level of public confidence in the state; 9) the level of corruptionin society; 10) publicity and openness of social processes.It is established that the world experience shows the existence of a direct interdependence between the developmentof innovation and the general welfare of society. In order to achieve a high level of innovation culture, which correlates with positive changes in society, a systematic and well-thought-out administrative and legal approach isneeded to transform this phenomenon into an orderly process with certain values, rules of conduct and interaction,organized structure of relations and responsibility of participants.It is determined that the main initiators of the formation and source of innovation culture should be primarilyrepresentatives of the state, which should be responsible for the formation, maintenance and developmentof innovation culture as a priority of the state and civil society, as well as a mandatory component and objectivecriterion, qualitative innovative vector of society development.Proposals for specific measures for the development of innovative culture in Ukraine in two areas have beenformed: in the field of human development and in the public sector.
