THE CONCEPT OF THE MECHANISM OF PUBLIC ADMINISTRATION IN THE FIELD OF SANITARY AND EPIDEMIOLOGICAL WELL-BEING OF THE POPULATION

In this scientific article the author reveals the concept of the mechanism of public administration in the field of the sanitary and epidemiological well-being of the population. It is noted that the basic element of the mechanism of public administration is the concept of the mechanism, which is key in various scientific fields. The term mechanism is used in many sciences, so we can rightly call it general science. It has a different content according to the specifics of a particular science. In terms of technical sciences, the mechanisms are different in design and purpose, they are the basis for most machines, instruments and devices. In the legal sciences, the term mechanism is used figuratively and means internal structure, system of anything. Summarizing the theoretical views of the scientists on the content of the concept of mechanism, the author determined that the mechanism is a system of the heterogeneous elements with different functional purpose, which together acquire an interdependent and mutually conditioned nature to achieve this goal. It is proposed to consider the system of the interacting elements operating in the public sphere as the mechanism of public administration, aimed at the implementation of public administration functions to meet the public interest and the implementation of public obligations. It is proved that the mechanism of public administration in the field of the sanitary and epidemiological wellbeing of the population is a subspecies of the general design of the mechanism of public administration. This mechanism has a complex structure and purpose. As a result of the research the definition of the concept of the mechanism of public administration in the field of sanitary and epidemic well-being of the population is given - it is the systematic formation of interdependent and interdependent elements aimed at the implementation of public commitments to improve the health of the population and the living environment. The elements of this mechanism are: the system of legal acts, including international acts ratified by Ukraine and legal acts of Ukraine; public administration, endowed with power in the field of sanitary and epidemiological wellbeing of the population; systems of means aimed at achieving the main goal - to improve the health of the population and the living environment.
