THEORETICAL AND LEGAL CHARACTERISTICS OF INSTITUTIONAL AND SPECIAL PRINCIPLES OF ADMINISTRATIVE AND LEGAL SERVICES PROVIDED BY THE STATE MIGRATION SERVICE OF UKRAINE

Abstract

The proposed scientific article reveals the concepts and types of principles on the basis of which theState Migration Service provides administrative and legal services to citizens in need.It is noted that in the theory of law, the principles are the result of understanding the laws of society as a whole,the embodiment of its democratic and humanistic traditions, is the core of any social relations, which reflects theirmost important features.It is argued that all definitions are based on the understanding that principles are the basis on which the furtherdevelopment of certain social relations continues to be formed, which is the basis of all social processes. In view ofthe above, it is proved that the legal principles should be understood as the fundamental laws of society, determinedby the level of legal consciousness and legal culture of the individual and defined in regulations, compliance withwhich contributes to democratization and clear goals and objectives.Legal principles do not establish a list of specific rights and responsibilities, and are not always covered byspecific legislative sanctions. The value of the principles is due to the fact that they have the property of higher imperativeness, universality, universality, they are characterized by stability and stability for an indefinite periodof time.It is noted that the scientific literature provides the following definitions of "principles": general requirementsfor public relations and their participants, as well as basic guidelines, starting points that express the essence oflaw and follow the ideas of justice and freedom, as well as determine the general direction and the most significantfeatures of the current legal system; basic, basic principles of theory, doctrine, etc., guiding ideas, basic rules ofactivity; inner beliefs, views that mean norms of behavior; initial norms, rules and regularities arising from theessence and level of development of society, as well as its productive forces, compliance with which contributes tothe achievement of the goals of functioning and solving tasks.It is noted that it is impossible to provide an exhaustive list of general principles of administrative and legalservices provided by the State Migration Service of Ukraine, as there is a constant development of public relationsin the study area.
