STATE POLICY ON HOUSEHOLD WASTE MANAGEMENT

Abstract

The issue of state policy on household waste management is revealed.The article examines the state policy on household waste management in Ukraine, in particular the principles, concepts and features of this policy in the context of ensuring environmental safety and sustainable development. The household waste management system is an important element of the state’s environmental policy, since its effective functioning directly affects the quality of life of the population, the health of citizens and the state of the environment.The principles of household waste management in Ukraine are based on such basic principles as: 1) waste reduction – promoting waste minimization through the implementation of effective technologies, stimulating recycling and the use of secondary resources; 2) separate collection and recycling – separation of different types of waste for their further processing in order to reduce the volume of waste to be disposed of; producer responsibility – enterprises are obliged to participate in systems for the collection and processing of waste arising in the process of production and consumption of their products; integrated waste management – ensuring a comprehensive approach to solving the problem of household waste, including the entire chain: from generation to final destruction or recycling. The concept of household waste management includes the organization of collection, transportation, processing, recycling and disposal of waste generated in everyday life, in accordance with regulatory requirements and environmental standards. The content of this process also includes monitoring and control over the activities of enterprises engaged in waste processing and disposal, as well as management of risks associated with environmental pollution.The features of state policy in Ukraine regarding household waste management are due to numerous challenges, in particular: 1) the lack of a single effective system of waste collection and disposal in all regions of the country; 2) low level of waste recycling and dependence on landfill methods; 3) problems with financing waste management infrastructure and insufficient level of environmental education among citizens; 4) ensuring sustainable development, environmental protection and promoting active involvement of citizens in waste recycling; 5) introducing new technologies, improving the legislative framework and providing the necessary financial resources for the implementation of state policy.
