DIGITALIZATION AND USE OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE ADMINISTRATION OF GENERAL SECONDARY EDUCATION IN UKRAINE

Abstract

Ways have been identified to overcome negative trends in administrative proceedings in cases of violations in the field of general secondary education by highlighting six key areas of innovation using information and communication technologies and artificial intelligence, which will contribute to the introduction of innovative approaches to administrative proceedings in the field of general secondary education, such as: proceedings to ensure the right to education, proceedings on violations in educational activities, proceedings on «bullying», proceedings on licensing and accreditation of educational institutions and, accordingly, general secondary education institutions, and proceedings in the field of inclusive education. The basis of such innovations has been identified as information and communication technologies (ICT) and artificial intelligence (AI), which will help create a precedent for the administration of the field of general secondary education, based on the principles of transparency, openness and rationality. It is proven that one of the key intentions of integrating ICT and AI into the system of administrative proceedings in the field of general secondary education is to determine the generalized demand in forming the status of general secondary education institutions as a general link in ensuring cognitive and personal manifestations of personality development. It is emphasized that the introduction of innovative approaches to administrative proceedings in the field of general secondary education in Ukraine is an important step towards creating an effective, transparent and participant-oriented management system. The integration of information and communication technologies (ICT) and artificial intelligence (AI) can significantly improve the quality of administration, allowing to automate the processes of data processing, monitoring, licensing and control. For example, the use of AI can provide automated analysis of large amounts of educational information, which will contribute to the rapid detection of violations, effective resolution of disputes and an increase in the level of educational services. It is noted that the integration of ICT and AI will also contribute to the formation of general secondary education institutions as key centers of personality development. The use of modern digital solutions will allow for a personalized approach to learning, rapid adaptation to changes in educational needs and priorities, as well as flexibility in solving organizational issues. At the same time, the openness and accessibility of administrative procedures through digital platforms will strengthen trust in the education system, stimulating social development based on the principles of cognitive interaction and inclusiveness. Accordingly, modern technologies can become not only a tool for increasing efficiency, but also the foundation for building an innovative and humanistic education system.
