FORMATION AND DEVELOPMENT OF SITUATION CENTERS OF THE NATIONAL POLICE OF UKRAINE

Abstract

The article emphasizes that throughout almost the entire history of the development of the law enforcement system of Ukraine, there have been headquarters units as management bodies, which are called upon by order of the chief or on their own initiative within the scope of the granted competence to ensure the activities of the relevant law enforcement agency in solving systemic, interregional, inter-branch or complex law enforcement tasks, coordinate the activities of services and units, and organize the implementation of management decisions. Such structural units ensured the development and implementation of management decisions, improvement of forms and methods of work, and coordination of the activities of all services. The genesis of the formation and development of the situational centers of the National Police of Ukraine is closely connected with the development and history of internal affairs bodies, which began to be formed in the form of headquarters units during the «Soviet era». However, law enforcement practice during the independence of Ukraine is gradually freeing itself from the historical influences of totalitarian regimes of power, which were characteristic of the tsarist and later Soviet systems, which were based on repressive methods of combating crime, ensuring security and order, and protecting the rights and freedoms of people. Progressive changes in the law enforcement paradigm of the National Police of Ukraine, which have occurred over the past few years, are associated with the expansion of the socially useful activities of all law enforcement institutions, the further humanization of this activity and the simultaneous increase in the responsibility of management. Society is increasingly aware that law enforcement agencies must be open and socially accessible to protect the rights and freedoms of citizens. This is an important breakthrough in the mentality of people who for generations perceived the police as an exclusively punitive and repressive apparatus. It has been established that with the development of information technologies and the formation in 2015 of the new law enforcement agency of the European model – the National Police of Ukraine, there was a need to ensure coordination, analysis, planning, control and consistency of actions of territorial (interregional) bodies, structural (separate) police units in the implementation of state policy in the field of ensuring public safety and order, protection and defense of human rights and freedoms, interests of society and the state, combating crime, as well as the provision of police services. In this regard, the Situation Center of the National Police of Ukraine was created.
