PROBLEMS OF PROVIDING HUMANITARIAN AID IN UKRAINE: PRACTICAL ASPECTS

Abstract

Abstract. The provision of humanitarian aid is an integral part of international cooperation and social responsibility. It is not only a help in difficult times, but also an investment in the future, which ensures stability, security and well-being for all. The practical problems of providing humanitarian aid are singled out: 1) logistical challenges: difficulties in transporting humanitarian goods to remote or hard-to-reach areas, especially in conditions of conflict or natural disasters; the presence of damaged infrastructure that complicates the delivery of aid; 2) coordination problems: lack of effective coordination between government structures, non-governmental organizations and international agencies, which can lead to duplication of efforts or omission of important needs; irregular exchange of information between all participants of humanitarian operations; 3) funding: insufficient funding of humanitarian programs, which limits the possibilities of providing aid and implementing projects; dependence on donor funds, which may be unstable or limited; 4) legal and political barriers: the absence or improper regulation of legislation, which complicates the activities of humanitarian organizations; political obstacles that can delay or complicate aid delivery, especially in conflict zones; 5) vulnerability of aid recipients: determining the real needs of the population can be complicated, which leads to insufficient or inappropriate response to humanitarian needs; problems with access to information about people in need, especially in the case of internally displaced persons or marginalized groups; 6) cultural and social factors: lack of understanding of local cultural traditions and needs, which can lead to a mismatch of assistance with the real needs of the population; fear and mistrust of the population towards humanitarian organizations, which may be related to political or military aspects; 7) evaluation of effectiveness: lack of clear mechanisms for monitoring and evaluating the impact of humanitarian aid, which complicates the correction of programs and strategies; lack of transparency in reporting on the costs and results of humanitarian programs. These challenges require an integrated approach and cooperation between all actors in the humanitarian process to ensure effective and timely assistance to people in need.
