CONCEPT AND CONTENT OF PUBLIC ADMINISTRATION OF INVESTMENT ACTIVITIES IN UKRAINE

Abstract

Abstract. The article defines the concept and reveals the content of public administration of investment activities in Ukraine. It has been proven that this is a system of administrative activity of administrative bodies, which is carried out on the basis of the clarification and implementation of the norms of administrative law, in the process of providing administrative services, the implementation of administrative and executive activities with the aim of ensuring a favorable investment climate, effective use of investment potential and creating conditions for the development of the country’s economy and prevention of corruption in the sphere of finance and economy. The main elements of the content of public administration of investment activity in Ukraine are administrative and legal regulation, regarding the improvement of legislation regarding investments with the aim of creating clear, stable, and favorable rules for investors. Simplification of administrative procedures and reduction of bureaucracy for attracting and servicing investment projects. Ensuring effective protection of investors’ rights and settlement of disputes as an administrative method and by independent fair courts. Establishing a favorable investment climate by implementing policies aimed at attracting investors, including tax benefits, reducing administrative barriers. Development of investment in infrastructure, which is key to economic development and investment attraction, modernization of transport, energy, telecommunication, and other types of infrastructure. financial support through the development and implementation of financial support programs and tools for investors. Provision of preferential financing, grants, and other financial instruments. Promotion of innovative activities and creation of conditions for the development of high-tech sectors of the economy. Support of scientific research and development of new technologies. Development of human resources, through the provision of a qualified workforce through education, training, and development of the labor market. Active participation of judicial bodies in international initiatives and cooperation with international financial institutions and other member countries of the European Union and NATO.
