LEGAL REGULATION OF PUBLIC RELATIONS PLATFORMATION ON THE EXAMPLE OF THE SOCIAL AND LABOR SPHERE

Abstract. In the article, the authors discuss the problems of the relationship between the crisis of the wage labor system and the growing prevalence of labor exploitation using various digital technologies and platforms. The article defines that work in modern society, where the digital paradigm acquires an unprecedented configuration due to the platformization of any relationship, acquires new features and qualities that require new approaches to ensure the safe functioning of the digital market. After all, in the digital age, the permanent relationship between worker-social mediator (mediator) and employer has changed to a new one: worker – «Internet platform» – employer. In the article, the authors support a broad approach to the definition of the term «Internet-platform in the social and labor sphere» and propose to understand it as «a tool (a set of information and technological means) for interaction between various actors, which provides a diverse range of services and opportunities in the sphere of labor and social service using algorithm logic.» The authors state that in the absence of state regulation of the use of Internet-platforms, the latter themselves carry out such regulation and even apply various sanctions. This is an indicator that the digital or virtual world not only creates a new reality, the rules of life in this reality, but also a new type of responsibility – digital responsibility. In the article, the authors come to the conclusion that the current legislation of Ukraine does not sufficiently regulate the issue of the use of Internet platforms in general and in the social and labor sphere – in particular. In particular, the law on artificial intelligence has not yet been adopted, which also adds problems for law enforcement practice.
