INTERNATIONAL LEGAL REGULATION OF THE USE OF CIVILIAN UNMANNED AERIAL VEHICLES

Abstract

Unmanned aerial vehicles are becoming more and more accessible, and their use in various areas of economic and scientific activity is growing every day. Over the past period of time, the use of unmanned aerial vehicles has become relevant in the world, but, unfortunately, most users do not understand the importance of knowing the legislation on the use of these devices. In most cases, the use of unmanned aerial vehicles is illegal and with gross violations, which leads to the corresponding negative consequences. Depending on the areas of application, the set of functions, weight, and purpose vary – from military areas with specific missions to civilian ones. The diversity of applications of unmanned aerial vehicles is gaining momentum, which requires improvement of the international and national legal framework. The scope of their application is quite broad. They can monitor the traffic situation, both in the city and in remote areas, control the fire situation in forests or waterways in the regions, extinguish fires, deliver mail, and much more. Unmanned aerial vehicles have already taken one of the leading positions in the world. This can be explained by the fact that unmanned aerial vehicles do not require human resources, and therefore no one puts their lives in danger. And also because they have a very wide range of applications in the field of security, health care, entertainment, but most of all, this device is used in armed conflicts, which is a matter of concern from the humanitarian, legal and other points of view. And the issue of legal support for their use is increasingly arising. The article examines the international legal regulation of the use of unmanned aerial vehicles in civil aviation. A comparative analysis of the legal regulation of the use of unmanned aerial vehicles in the national legislation of various states, and in the legislation of Ukraine itself, is also made. The author analyzes the main documents on the use of unmanned aerial vehicles in international law.
