GUARANTEES OF ENSURING THE NATIONAL SECURITY OF UKRAINE IN THE CONDITIONS OF EUROPEAN INTEGRATION: THE ASPECT OF THE IDENTIFICATION OF THE ESSENCE

Abstract

The article is devoted to revealing the essence of guarantees for ensuring the national security of Ukraine in the conditions of European integration. It was clarified that the guarantees of both the success of this process and the possibility of its completion as a whole are a separate and independent element within the framework of the legal framework for the implementation of the administrative and legal mechanism for ensuring the national security of Ukraine in the context of European integration. They can be clearly defined in the system of legislative acts of this sphere, and indirectly follow from their provisions. It has been established that the regulatory framework for the implementation of the administrative and legal mechanism for ensuring the national security of Ukraine in the context of European integration originates from the moment of the declaration of independence of Ukraine. By that time, the need to ensure collective security through partnership and cooperation was already realized, including for strengthening the peace and stability of the European continent. Their renewal is due to several factors, including: globalization transformations; changes in the world order in terms of the accumulation of forces and influences on the part of individual states, which led to the weakening of existing security systems; expiration of signed agreements; non-fulfillment of certain provisions of contractual obligations; internal socio-political processes and crises of Ukraine. Guarantees as an element of the legal framework for the implementation of the administrative and legal mechanism for ensuring the national security of Ukraine are divided into two groups. We are talking about general guarantees for the implementation of this process and specific guarantees. It is proved that the general guarantees for ensuring the national security of Ukraine in the conditions of European integration are vague and need to be clarified. In turn, there are actually no specific guarantees for ensuring the national security of Ukraine in the conditions of European integration (security guarantees). It was noted that the issue of developing a mechanism for long-term strategic cooperation and partnership between Ukraine, the EU and other key countries (mainly the UK and the USA) should be resolved in the international arena to ensure its ability to independently protect national interests.
