ACTUAL PROBLEMS OF SOCIALIZATION OF SERVICEMEN WITH DISABILITIES DUE TO THE WAR

Abstract

This article reveals the actual problems of socialization of servicemen with disabilities as a result of the war, in particular, international practice is given. It was determined that the socialization of servicemen with disabilities as a result of the war is a comprehensive, systematic, long-term process. First of all, the effectiveness of this process depends on the state’s participation in its implementation. We believe that servicemen with disabilities as a result of the war are special subjects of administrative and legal relations, and that is why the state, paying respect to them and expressing respect for their performance of their military duty, should implement a set of measures to ensure compliance with their rights. In particular: – approval of state programs of socio-economic adaptation; – ensuring coordination and cooperation of state bodies, local self-government bodies and public organizations; – increasing the role of the public in the implementation of public control over the effectiveness of the implementation of state programs and the effectiveness of support for servicemen with disabilities as a result of the war; – modernization of rehabilitation centers and recreation centers for the studied category of persons; psychological support for family members of servicemen with disabilities as a result of the war; – approval of the programs of subsidized construction of housing for servicemen with disabilities as a result of the war. We believe that the process of socialization of servicemen with disabilities as a result of the war should be considered comprehensively, and the state, in the form of authorized subjects of public administration, should take a set of measures: – social and psychological; – medical and rehabilitation; – educational; – personnel In addition, it is necessary to introduce monitoring of the implementation of these programs and evaluation of their results to determine the level of effectiveness of the relevant entities and assess the level of adaptability of servicemen disabled as a result of the war.
