SYSTEMATIZATION OF REGULATORY AND LEGAL REGULATION OF LEGISLATION IN ENSURING ENVIRONMENTAL SAFETY OF BUILDING MATERIALS AS AN IMPORTANT FACTOR OF POST-WAR RECONSTRUCTION OF UKRAINE

Abstract

The article examines that systematization of normative and legal regulation of legislation is an important step towards European integration. The article explores the role of legal provisions in ensuring ecological safety, which currently fill the majority of legislative and sub-legislative acts of Ukraine and thereby have a comprehensive, cross-sectoral, universal impact on regulating various legal relationships, particularly in terms of carrying out environmentally hazardous and risky activities. It is noted that in Ukraine, legislative requirements for the ecological safety of building materials are only being formed, which should include the development of sub-legal normative and legal acts that will disclose the features of ensuring the ecological safety of different types of building materials at all stages of their production and implementation, which will correspond to the requirements of systematization of such legislation in the construction industry. The creation of a system of ecological safety is a new element of national security, the basis of which should be an organizational-legal, socio-political, and economic mechanism. The legislation of the European Union and Ukraine is aimed at ensuring and maintaining a favorable environment, so legal, socio-political, and economic mechanisms for managing natural resources should be based on the introduction of modern information technologies. Post-war reconstruction of Ukraine will require a fundamentally new approach and qualitatively new technologies in construction and urban planning. The issue of legal protection of the environmental safety of building materials will become relevant both at the level of technical regulation and at the level of technical support and implementation. Therefore, a comprehensive analysis of existing approaches to the environmental assessment of building materials based on their hygienic safety indicators, the determination of these safety criteria and characteristics for assessing the impact of building materials on human health is important. In today's conditions, the systematization of legislation is an extremely necessary measure, which makes it possible to improve and organize legislation for the convenience of its application, effective implementation in practice, and create the necessary conditions for its further development, get rid of gaps and shortcomings, and ensure its internal unity.
