THEORETICAL ASPECT OF THE INTERACTION BETWEEN OLD AGE AND SEPARATE ELEMENTS OF CIVIL SOCIETY

The article highlights certain aspects of interaction between the headman and certain elements of civil society. The article states that in order to promptly respond to the social and other problems of the residents, to meet their needs, the headman interacts not only with state authorities and local self-government, but also with civil society institutions. Attention is drawn to the fact that an effective solution to issues of territorial community development is possible only in the presence of well-established interaction, active dialogue between the headman and institutions of civil society. The latter, in turn, play an important role in the economic, educational, cultural, and social spheres of development and functioning of the territorial community. It is further indicated that today the issues of the theoretical aspect of the interaction of the elder with individual elements of civil society remain insufficiently understood, the optimal forms and elements of such interaction, the peculiarities of its implementation are not sufficiently illuminated and researched. It is concluded that the role of interaction between the elders and the institutions of civil society in the processes of building a democratic society and decentralization of power is growing and requires openness, transparency of activities, trust and continuity in the process of involving citizens, public associations, volunteers, etc. in cooperation with the aim of developing the solutions needed by citizens, solving urgent issues of territorial community development. It is substantiated that the creation of effective interaction between the headman and civil society institutions involves informing and constant joint analysis of problems related to the development of the territorial community, establishing various forms of two-way communication, ensuring the trust of the residents of the territorial community in the local government. It is indicated that further scientific research is needed on the problematic issues of the interaction of the elder with the institutions of civil society in the context of reforms and transformational processes.
