PRAXEOLOGY OF A SPECIAL METHOD OF RESEARCH OF PUBLIC ADMINISTRATION OF THE NATURAL ENVIRONMENT

According to the results of the qualification of the investigated problem, this research work is defined as: (a) mainly applied (empirical), with elements of the necessary theoretical generalizations, (b) complex, interdisciplinary with a clearly expressed administrative-legal core, (c) systemic-legal with elements of comparative analysis. The object of this study is the process of public administration of the natural environment, which is carried out on a legal basis in the specific conditions of a special period and in the predicted post-war period. The subject is a complex interdisciplinary complex of norms of international public law (ecological, nature protection, humanitarian and international security law), as well as norms of the current legislation of Ukraine, the systematic, meaning-creating core of which is the doctrine of environmental protection administrativeism. The purpose of the research should be to develop an operational scientific and legal model of public administration of the natural environment in the conditions of a special period and in the post-war period. It is on the basis of this methodological concept of the scientific work that the sequence of further implementation of research tasks should be built, which involves: comprehensive clarification of the state and features of the natural environment in the conditions of a special period and in the post-war period as an object of administrative and legal research; establishing, on the basis of the generalization of world historical experience, the specifics of restoration of natural environment objects in the post-war period; determination of the theoretical and legal foundations of state policy in the field of public administration of the natural environment in the conditions of a special period and in the post-war period. The main attention should be paid to scientific modeling of the legal mechanism of public administration of the natural environment in the conditions of a special period and in the post-war period, to identify the main components of this mechanism and to outline the legal competence of the public administration as a subject of public administration of the natural environment.
