Abstract

The concepts of harmonization of legislation, digital transformation, protection of human rights,European law, digital technologies, digital human rights, digital services, digital education, the right to accessthe Internet are revealed. Author's definitions of the given legal categories are offered. Much attention is paid toclarifying the system, functions, principles of information law, determine their content and classification. Argumentsare made that the adoption of the Information Code of Ukraine is the most theoretically sound and the most suitablefor the Ukrainian system of legal support for the functioning of the national information society. The article isdevoted to the problems of harmonization of national information legislation in the era of digital transformationof society with European law in the field of information. Theoretical problems of harmonization of the legislationof Ukraine with the European law in the information sphere are defined. The system of measures, functions andprinciples of harmonization of national legislation in the era of digital transformation of society with Europeanlaw in the information sphere is substantiated. The stages of harmonization of the legislation of Ukraine with theEuropean law in the information sphere are named. In this regard, the conceptual approaches to the development oflegislation in the information sphere are outlined, specific proposals for its improvement are indicated. The system,tasks, functions and powers of subjects of information law, directions of their interaction and ways of increaseof efficiency of information legislation and practice of its application are specified. The comparative analysis oflegislative regulation of human rights in an epoch of digital transformation in Ukraine and abroad proposals on thepossibilities of using foreign experience in the legislative activity of the state.
