ADMINISTRATIVE AND LEGAL SUPPORT FOR THE IMPLEMENTATION OF REGIONAL POLICY AS A DIRECTION OF DOMESTIC POLICY OF THE UKRAINIAN STATE

Abstract

The purpose of the article is to comprehensively analyze the administrative and legal support for the implementation of state regional policy as a direction of domestic policy of Ukraine, to clarify its theoretical and legal foundations, structure and functional elements, as well as to identify ways to increase the efficiency of public administration in the field of regional development. The article carries out a comprehensive study of the administrative and legal support for the implementation of state regional policy as a component of the domestic policy of Ukraine. It is determined that state regional policy plays a system-forming role in ensuring balanced socio-economic development, territorial integrity and the formation of competitive regions. The regulatory and legal framework that determines the procedure for the formation and implementation of state regional policy, its subject composition, principles of interaction and institutional mechanisms of management is analyzed. Special attention is paid to the State Strategy for Regional Development for 2021–2027 as a key document that sets strategic guidelines for the policy of balanced development and spatial integration of regions. The problems of implementing regional policy in the conditions of decentralization, military operations and postwar reconstruction are revealed, including insufficient coordination between state and local programs, limited financial resources and weak institutional capacity of public authorities. It is proven that the effectiveness of regional policy depends on the improvement of the administrative and legal mechanism, which includes regulatory, organizational, financial and control and analytical elements. The need to strengthen coordination between levels of government, increase transparency in the use of funds from the State Regional Development Fund, introduce digital management tools and bring the national public administration system closer to European standards is substantiated. It is concluded that the administrative and legal support of state regional policy should develop in the direction of integration with the EU cohesion policy, improve partnership mechanisms between the state, regions and communities, as well as form an institutionally stable management model capable of ensuring the restoration and sustainable development of the regions of Ukraine
