LOCAL GOVERNMENT BODIES AS ENTITIES OF REINTEGRATION OF WAR VETERANS IN THE CONDITIONS OF A SPECIAL PERIOD

Abstract

It is noted that local governments play a key role in the process of reintegration of war veterans, especially in the conditions of a special period, when society faces numerous challenges related to social adaptation and rehabilitation of combatants. Military conflicts and their consequences significantly affect the lives of veterans who return to the civilian environment, requiring support in the social, psychological, medical and economic spheres.Local governments as entities of reintegration play an important role in creating a favorable environment for war veterans. They ensure the implementation of state support programs, promote employment, assist in housing and organize psychological assistance. Particular attention is paid to the creation of veteran centers, social hubs and retraining programs that allow veterans to find a new place in society.In a special period, when state resources may be limited, local communities take the initiative in developing and implementing individual reintegration programs. For example, through public budget mechanisms or cooperation with international organizations, additional resources are attracted to support veterans. Another important aspect is social integration – creating conditions for the active participation of veterans in community life, their involvement in public initiatives, volunteering and entrepreneurial activities. Despite significant efforts, there are a number of challenges associated with insufficient funding, bureaucratic obstacles and a shortage of qualified specialists in the field of social adaptation. To effectively address these problems, it is necessary to implement comprehensive strategies that involve close cooperation between state bodies, local governments, public organizations and international partners. Only under such conditions is it possible to create an effective reintegration system that will provide veterans with a decent life after returning from the front.
