ON THE METHODOLOGY OF STUDYING THE MODERNIZATION OF THE STATE IN THE PROCESS OF DIGITAL TRANSFORMATION

Abstract. The article is devoted to a comprehensive understanding of the methodological foundations for studying the modernization of the state in the context of digital transformation as a multidimensional sociolegal process. The focus is on the formation of a coherent methodological framework capable of ensuring an adequate analysis of the changes occurring in the structure, functions, and value orientations of the state under the influence of information and communication technologies. The article examines the methodological foundations for analyzing the modernization of the state in the context of digital transformation as a complex socio-legal phenomenon. It is substantiated that digitalization goes beyond purely technological changes and leads to the transformation of the institutional, functional, and value-based characteristics of the state. In this regard, the need to develop a comprehensive methodology capable of ensuring an adequate scientific understanding of these processes is emphasized. The content of the methodology of legal science is revealed in both its narrow and broad aspects, and the expediency of their combination within the framework of an integrative understanding of law is justified. A system of classical and non-classical research principles is identified, ensuring objectivity, logical consistency, and the multidimensional nature of the analysis of digital transformations. The main methodological approaches system-structural, activity-based, axiological, communicative, and technological are outlined as conceptual guidelines for understanding the modernization of the state. Particular attention is paid to the classification of methods of legal science, grouped into general, general scientific, interdisciplinary, and special legal methods, which ensures the comprehensive nature of the research. It is concluded that there is a need to develop an integrative methodological model that combines different levels and tools of scientific cognition and corresponds to the contemporary challenges of the information society.
