GENERAL SOCIAL MEASURES TO PREVENT CRIMINAL OFFENCES COMMITTED ON THE STOCK MARKET

Abstract

The article analyzes general social measures to prevent criminal offenses committed on the stock market. It is found that modern Ukrainian society considers the reduction and control of crime to be the main task. This approach to preventing criminal offenses is based on the concept of full involvement of all resources of society, the state and citizens to implement measures aimed at preventing criminal manifestations at various levels – from national to specific criminogenic situations in the regions. Crime prevention is a component of the state’s social policy, which aims to overcome criminogenically dangerous contradictions in social relations for their positive resolution and gradual elimination (the so-called general social prevention). It is outlined that measures of a general social (state) nature are a set of effective measures of various directions, such as socio- economic, legal, ideological, organizational-managerial and cultural-educational. These measures are aimed at the further development and improvement of social relations, as well as at the elimination or neutralization of factors contributing to the occurrence of crime. Prevention of criminal offenses on the stock market requires the development, implementation and implementation of a set of legal, organizational and practical measures at the national and interdepartmental levels.It is emphasized that general social measures, although not direct instruments for combating crime or its prevention, create conditions that complicate the occurrence of criminal acts in general. This indicates that the security of society is directly related to the risks and threats that may pose a danger. According to the specifics of criminal offenses committed on the stock market, they can be divided into two groups: general social and special criminological. When analyzing general social measures aimed at preventing criminal offenses in the stock market, one can note the complexity of the approach, which is manifested in two main aspects: the diversity of participants in the prevention process and the diversity of measures aimed at achieving the goals of preventing criminal offenses in the stock market, including legal, procedural, organizational and managerial and informational.
