EXTERNAL EVENTS, PROCESSES, ENVIRONMENTS AND THEIR INFLUENCE ON MANAGEMENT DECISIONS

Abstract

Modern scientific ideas on making management decisions in conditions of certainty, risk, uncertainty, conflict or opposition (active adversary) are revealed. It has been determined that the science of administrative law gradually accumulates in its arsenal various kinds of developments in making managerial decisions, developed methodologies (techniques) of decision-making and their implementation, which allow decision-makers to achieve the necessary level of competence, more objectively assess the problem situation, take into account available resources and limitations, formulate decision-making options and analyze them, choose the most optimal ones and predict their possible consequences.The features of decision-making in environments are indicated, taking into account methods and technologies. The factors that influence the process of making a managerial decision are named. It is noted that in the decision-making process, the decision-maker has to take into account a large number of indicators, criteria, and factors that influence the goal set in the task. External events and processes that negatively affect Ukraine are shown.It is determined that the main goal of good governance as a socio-political institution is to maximize the well-being of the people. This is achieved through the adoption of managerial decisions, as they are the main result and essence of managerial activity. The conclusion is made that: firstly, the importance of the effectiveness of political and managerial decisions is increasing, their dependence on public opinion. In other words, decision-making is a technical transformation of political power into the management of social processes; secondly, the result of political and managerial decisions is a kind of development of the state’s development course. An important role in this is played by public opinion, which can perform a partnership function in relations with public administration bodies. Analysis and systematization of public opinion, before or after making a management decision, can serve as a kind of indicator of the perception of the situation and satisfaction of needs, and a study of public sentiment.
